Accordingly, the Decision stipulates several provisions related to state management over the development and administration of industrial clusters in Ha Tinh Province. It defines the authority of local governments under the two-tier local administration model in line with the Ministry of Industry and Trade’s state management functions, as regulated in Article 12 of Government Decree No. 139/2025/NĐ-CP dated June 12, 2025.
To specify details concerning the management and development of industrial clusters in Ha Tinh Province under Government Decree No. 32/2024/NĐ-CP dated March 15, 2024, and the authority provisions set out in Article 12 of Decree No. 139/2025/NĐ-CP, the Decision outlines key contents such as: definitions, conditions, procedures, and documentation for the establishment and expansion of industrial clusters, as well as plans for their development.
The issuance of this Decision ensures consistency in planning, management, infrastructure investment, and enterprise attraction within industrial clusters. It also clarifies the responsibilities of each administrative level under the province’s two-tier local government structure, in compliance with the latest Government regulations.
